The Fraser Institute, one of Canadas leading public policy think-tanks, today released its annual report card on Ontario elementary schools, an invaluable tool for comparing the academic performance of schools across the province.

The report card measures whether academic performance in a school is improving or declining. reported sales of $161,195,000, a 6.1% decline from reported sales of
$171,674,000 for the same period in 2008. Net income for 2009 increased
to $5,877,000, or $1.02 per diluted share, from a net loss of $877,000,
or a $.16 loss per diluted share, for fiscal 2008. Non-GAAP net income

The purchase price may be subject to a post-closing adjustment. The majority of the cash component of the purchase price would be provided by an arms-length partner, which would assume approximately 30% of the share ownership of Actiontop. Shares issued in accordance with the Proposed Transaction would be subject to a one-year lock up period. Cantronic expects that it will fund its cash portion of payment with cash on hand. Actiontop has a profitable track record including several years of revenue and earnings and this transaction will be immediately accretive to Cantronic.

The LOI provides that the parties will proceed in good faith to enter into a definitive purchase and sale agreement by March 30, 2010. ads did very well, showing up on most lists among the top three with very
low fast-forward rates, the ad campaign for Up in the Air was truly

goers, only 15.5% of timeshifted viewers, on average, fast-forwarded
through ads for Up in the Air on broadcast networks. In other words,
even though everybody could have fast-forwarded through the ads, nearly 85%

In fact, McMahan owed money on the vehicle to a lender. The insurance company issued a check for $12,241.25 in McMahans name alone, which she deposited in her bank account. In a second action, the Board approved the repurchase and cancellation of

all of which were formerly held by members of the Board, was another step
toward simplifying the Companys capital structure and the elimination of a

Lil Waynes scheduled sentencing in a New York City weapons case was postponed so the rapper could complete a dental procedure by Dr. Virgil Mongalo . The platinum-selling performer is a long time patient of the Miami cosmetic dentist who was also involved in the creation of the Waynes diamond-studded teeth.

Lil Wayne, whose real name is Dwayne Carter, had planned to have the procedure done before his February 9th sentencing, but Dr. Mongalo was out of the country doing charitable work in Latin America.

advertisements for this years Academy Awards® Best Picture nominees
fared across a number of key household demographics, as viewed by TiVo®

commercials when it came to capturing viewers attention and avoiding the
fast-forward button over the past six months.

as well as behavioral traits including how often they go to the movies,

various age groups. Only among households with children 2-5 years of age
viewing advertisements on cable channels did the movie starring George
Clooney fail to take the top spot, which went to computer-animated film
“Up.” Interestingly, “Avatar,” the highest grossing box office film in
history, placed in the top three several times but failed to ever grab

Measurement, said, “While movie spots generally perform better than most
other categories, there is still a huge range between how much and how
little they are fast-forwarded. For example, among frequent movie goers
spots for Up were fast-forwarded over four times more often than spots
for Up in the Air. Another interesting finding was that while Avatar
ads did very well, showing up on most lists among the top three with very
low fast-forward rates, the ad campaign for Up in the Air was truly
extraordinary. For instance, among households who are frequent movie
goers, only 15.5% of timeshifted viewers, on average, fast-forwarded
through ads for Up in the Air on broadcast networks. In other words,
even though everybody could have fast-forwarded through the ads, nearly 85%
of these households chose to watch instead. Up in the Air even placed
higher among households with children than child-friendly films like The

Primeline Energy Holdings Inc. (”Primeline” or the “Company”) (TSX VENTURE: PEH) today announced that Primeline has entered into a turnkey drilling contract for its step out exploration well in the vicinity of the LS36-1 field as part of its rolling development and exploration programme.

As previously announced on 10th February, having made good progress on the development of its LS36-1 gas field, Primeline signed a Letter of Intent with China Oilfield Services Ltd. (COSL) under which COSL agreed to drill LS35-3-1 well on a turnkey basis for Primeline. Primeline has now concluded the detailed negotiations and, on 5th March 2010, entered into the turnkey drilling contract with COSL.

Under the turnkey drilling contract, COSL will drill the LS35-3-1 well in Block 25/34 using a jack-up rig, COSL 942, once the rig is released from its current contract, which is expected to be sometime between the beginning of April to late May 2010. COSL will supply all necessary equipment, services and personnel for the drilling.

COSL is the leading integrated oilfield services provider in offshore China with a total of 24 offshore rigs and is listed on the Hong Kong and Shanghai Stock Exchanges. COSL 942 is a new rig first launched in August 2009. It is fifth generation jack-up rig capable of operating in water depths of up to 400 ft.

The LS35-3 prospect is approximately 14.5 km from the existing LS36-1 discovery and is one of four main channel system prospects Primeline identified in the area adjacent to the LS36-1 Gas Field through its 3D seismic programme in 2007. If any sizeable hydrocarbon resources are discovered at LS35-3, they can be easily tied into the proposed production facility Primeline and CNOOC plan to build as part of the LS 36-1 gas field development program. Primeline also has another ready to drill prospect to the north of the LS36-1 field.

Smartmatic Chosen for Project in Republic of Zambia

AMSTERDAM, Holland — The United Nations, through its Development Programme (UNDP), has
selected Smartmatic to provide new technologies for the improvement of
the electoral register of the Republic of Zambia. Smartmatic, a leading

PHOENIX — Redflex Traffic Systems, Inc., the largest provider of automated
enforcement systems for roads and highways in the U.S., announced that a
federal court in Washington has dismissed in its entirety a putative
class action lawsuit against the company alleging that the automated
enforcement programs violate state law and are unconstitutional.

On June 25, 2009, a group of plaintiffs in Washington filed a class
action lawsuit against Redflex Traffic Systems. Plaintiffs alleged that
the automated enforcement programs were illegal because of excessive
fines, failure to obtain approval of infraction forms and improper
stop-loss contractual provisions.

On March 2, 2010, United States District Court Judge John C. Coughenour
granted Redflex’s dismissal motion on all claims with prejudice,
entering judgment in Redflex’s favor. The Court found that Plaintiffs
misinterpreted the law, determining that the fine amounts are not
excessive, the infraction forms comply with state law and that stop-loss
provisions were permissible under state law. As a result, the Court
ruled that the Automated Traffic Safety Camera programs enacted by
municipalities in the state of Washington are consistent with state law
and the constitution. This is consistent with Bell v. Redflex Traffic
Sys. Inc., 2009 U.S. Dist. LEXIS 85263, *7 (E.D. Tex. 2009) where it
was stated “Plaintiffs do not have a legally protected right to engage
in illegal conduct and be free from the consequences of that activity.”

NEW YORK — Seasonal weakness drove U.S. prime auto loan ABS losses slightly higher
in January versus prior months, according to Fitch Ratings.

Despite high unemployment and pressure on loss frequency, losses in
January were over 20% lower on an annual basis for the third consecutive
month. Tax refunds and credits will support performance for the
remainder of this quarter, said Director Benjamin Tano.

One of the biggest factors supporting performance continues to be the
mitigating effects of stronger used vehicle values resulting in higher
recovery rates on repossessed vehicles, and lower loss severity.

Tighter underwriting, including improved credit quality of the 2009
securitization vintage, is also resulting in loss levels that are lower
than both 2007 and 2008 vintages.

Fitchs prime 60 days delinquency index crept up to 0.77% in January up
8.5% over December. On an annual basis, January marked the third
consecutive double digit drop at 11.5% lower than the same period in

NEW YORK — Holders of more than $100 million of second priority senior secured
notes (the “Second Priority Notes”)
issued by Sat�lites Mexicanos, S.A. de C.V. (”Satmex”),
representing approximately 55% of the principal amount outstanding of
such notes, have informed Satmex that they oppose the recently announced
contingent sale transaction proposed by Satmex, EchoStar Corporation (”EchoStar”)

refinancing for Satmex, that would repay Satmex first priority senior

Travelling on an executive coach with all the latest amenities the last thing you would expect to happen is a fire on board. Fortunately nobody was at risk and nobody was hurt as the party had disembarked from the coach before the fire had broken out.

However, such was the situation at the weekend when one executive coach hire company received a call from their distressed employees to inform them of a blaze which had taken hold of one of their luxury coaches. They were quickly at the scene as the coach had completed its journey and was at the companys forecourt for its mandatory daily cleaning. The forecourt is situated in close proximity to a petrol station on the A424.

The driver was set to wash the coach when he noticed smoke coming from the toilet area and although the coach is fitted with extinguishers for both electrical and non-electrical fires the blaze was so strong that the fire brigade were called to the scene near Bourton-on-the-Hill. Two local fire crews spent 45 minutes to bring the blaze under control and had to use breathing apparatus as the smoke was so intense in the kitchen and toilet areas and had billowed within the interior polluting the whole coach.

It is unclear how this freak fire might have started as the fleet undergo regular safety checks and there is an investigation underway to determine whether it might have been caused by an electrical fault or indeed from a discarded cigarette.

The owners of the coach hire company are shocked but relieved that no one was hurt and are keen for the results of their own investigation into the matter.

The Coalition to Prevent Deep-Vein Thrombosis (DVT) moves into action with the seventh national DVT Awareness Month by introducing DVT Awareness In Motion , an educational program designed to drive dialogue about the importance of preventative care for DVT via simple movements — that can be done anywhere and anytime.

The Coalition is partnering with Mary Ann Wilson, RN, founder and host of the PBS-broadcast, “Sit and Be Fit,” to present DVT Awareness In Motion. The educational program will demonstrate simple movements that may help reduce the risk of DVT by encouraging blood circulation. The movements are tailored to settings where mobility is usually restricted such as a hospital bed, in the work place, in assisted-living and rehabilitation facilities and during travel. The program goes beyond building traditional awareness of the signs and symptoms of DVT and emphasizes the importance of preventative care in these everyday settings.

DVT is a national public health crisis,(1) but many healthcare professionals and patients are unaware of the risks. DVT is a blood clot that forms inside a deep vein, most often in the lower leg. Once formed, a blood clot or fragment of a clot can break off and may cause severe complications, such as a pulmonary embolism (PE)(2) and even death if not diagnosed and treated appropriately.(3)

Up to 2 million Americans are affected by DVT annually.(4) Approximately 300,000 Americans die each year from PE;(5) DVT-related PE is the leading cause of preventable hospital death in U.S. hospitals.(6) The risk of developing DVT is nearly eight times higher during hospitalization,(7) but many patients develop a DVT within the first month following hospital discharge.
